Joseph W. Glauber

Joseph W. Glauber has served in federal government for almost 30 years, providing key economic advice to government officials, members of Congress, and the public.  He is currently the Chief Economist at USDA, and before that, served as Deputy Chief Economist and as a senior economist on the President’s Council of Economic Advisers.  As Chief Economist he has testified before Congress on numerous occasions, providing insight on a number of topics including the budget, farm economy, biofuels, food prices, livestock contracts, crop insurance, dairy policy, trade agreements, farm labor and climate change.  He has written extensively on crop insurance and disaster policy and currently chairs the Board of Directors of the Federal Crop Insurance Corporation.

Glauber has played a central role in international trade litigation and negotiations for the past 20 years.  He played a key role in crafting the Uruguay Round Agreement on Agriculture and served as economic adviser in the Doha Round talks. In 2007 he was appointed by the US Trade Representative to be US chief agricultural negotiator.

Glauber received an AB in anthropology from the University of Chicago and earned his PhD in Agricultural Economics from the University of Wisconsin under the supervision of Peter Helmberger.

Glauber has served on the AAEA Executive Board as well as associate editor for the AJAE, JARE, and RAE (now JAEPP).
